Experience
  • Assistance to a general partnership formed by three leading local energy construction companies LEC SIA, RECK SIA, EMPOWER SIA with respect to fulfillment of the contract entered with Augstsprieguma tīkls AS (transmission system operator) on reconstruction of the Kurzeme Ring 110 kV power transmission lines in section Ventspils – Tume – Riga, reinforcing them with 330 kV line.
  • Successful representation of Latvijas Pasts, the largest Latvian postal operator, before court in contesting decision of the Procurement Monitoring Bureau. The contested decision essentially sanctioned access to Latvijas Pasts` postal network for other postal operators without the need of entering into agreement with Latvijas Pasts. The court confirmed Latvijas Pasts` position that access to its postal network is permissible only upon entering into agreement and that the use of its postal services by other postal operators at tariffs designed for end users (senders and addressees) is unfair and liable to impede unrestricted competition in postal sector. During the court proceedings Primus was able to achieve provisional measures prohibiting contracting authority to act upon the contested decision thereby preventing eventual distortion of the competition in postal sector.
  • Giving advice to the Jūrmala Town Council as contracting entity in procurement procedure for construction of the Dubulti centre for culture and education, with respect to award of a public works contract, including advice on selection of tenderers and representation of the Council before the Public Procurement Bureau in relation to several complaints filed on the decision made, advice on entering into the contract with the successful tenderer.
  • Advised DEPO DIY SIA, in development of a new shopping center, performed legal due diligence of the target company, rendered legal assistance to the client in acquisition of target company’s shares, represented client’s interests during money raising process in the form of a complicated credit transaction with DNB Banka.
  • Legal support since 2010 to TAV Airport Holding (leading Turkish airport operator) and group companies, related to entry into Latvian market and management of commercial areas in Riga International Airport, including operation ATU Turizm Isletmeciligi A.S duty-free shops in Latvia.
  • Advice to UAV FACTORY Ltd. (one of the world’s leading developers of unmanned composite airframes) on various corporate matters.
  • Legal advice to China Harbour Engineering Company (CHEC) on (1) its legal presence in Latvia, (2) issues to be considered in relation to EPC contract for a project in Latvia, and (3) assessment of eventual alternatives of EPC contract structure from legal and tax perspective.
  • Representation of Santa Monica Networks in entering into multimillion agreement with the Ministry of Culture on installation of security alarm, access control, video surveillance, audio visual and telecommunication systems in the National Library of Latvia.
